    Refurbishment and Demolition Asbestos Surveys For Rented Properties

    Under the circumstances of the refurbishment or demolition of your rented property, any potential asbestos-containing materials (ACMs) within the fabric of the building could become disturbed. The disturbance, damage or crumbling of ACMs leads to the release of their harmful fibres, which can pose serious health risks for those exposed – including but not limited to, mesothelioma (a type of cancer that affects the lining of the lungs), asbestosis and pleural thickening. 

    This is why, if your rented property is due to undergo refurbishment or demolition works, it is important for the dutyholder to carry out a Refurbishment & Demolition Survey (also known as an R&D Survey, previously referred to as a Type 3 Asbestos Survey). In fact, it is a legal requirement according to the Health and Safety Executive (HSE). This type of asbestos survey utilises a thorough and invasive method, in order to locate and identify the presence, type and condition of any ACMs within the fabric of your building. 

    Due to the invasive approach of an R&D survey, it is vital that the building remains completely vacant during the process, in order to remain compliant with health and safety regulations and ensure all building users are safe.     In comparison to the visual and intrusive methods used during an R&D survey, an Asbestos Management Survey (also known as an AMS, previously referred to as a Type 2 Asbestos Survey) uses a more modest approach (e.g. accessing dry risers, removing ceiling tiles, etc.) which aims to locate any ACMs that could be disturbed during the normal occupancy of the building. 

    Given the more modest approach, the building can remain occupied during the course of the Asbestos Management Survey. Our professionally trained team will ensure minimal disruption is caused. To achieve this, our specialist asbestos consultants will only ever survey or collect samples from empty or unoccupied areas of your rented property. After assessing the status of your building, our contractors will then be able to advise you on how best to manage any potential ACMs accordingly, either through an Asbestos Management Plan or Asbestos Removal Management.

This is especially significant for constructions built before 2000, as older buildings pose a higher risk of containing ACMs with deteriorated conditions and inspection reports that have passed their expiry date.

    Where is asbestos commonly found in rented properties?

    There are several common locations for asbestos to be found in domestic properties, including but not limited to:

    • Asbestos Insulating Board (AIB) – particularly around boilers.
    • Toilet cisterns.
    • Vinyl floor tiles backed with asbestos paper and asbestos in bitumen adhesive.
    • AIB or asbestos cement bath panels.
    • AIB ceiling tiles.
    • Pipe lagging.
    • Textured decorative coatings, e.g. asbestos in artex.
    • Asbestos loose-fill insulation.

    How long will an asbestos survey take?

    The length of an asbestos survey depends on the type of asbestos survey you choose to undertake. If your building is an older construction, it may require a more invasive method, such as an R&D survey, which may take longer. It is also vital to assess any ACMs that have been left in situ, which may require re-inspections, in order to evaluate the status of their condition and their potential to cause harm.
