What is an Asbestos Survey Report?
As the name suggests, an asbestos survey report is the report that emerges from the process of an asbestos survey. In the industry, we simply refer to it as an ’asbestos survey’, as the findings from the process are what form the final report. According to the Health and Safety Executive (HSE), this document should aim to:
– Accurately denote where suspected asbestos-containing materials (ACMs) have been identified, the quantity of such materials, and what condition they are in.
– Evaluate the materials’ level of damage or deterioration and conclude whether asbestos remediation is required.
– Provide the dutyholder with sufficient information to produce an asbestos register and asbestos management plan for the building.
– Note the presence of any hidden ACMs which would need to be removed in the event of refurbishment or demolition work.

What’s Included in an Asbestos Survey Report?
An asbestos survey report, or asbestos survey for short, should include:
- Methodology: Explains the scope of the survey, e.g. if a certain room or area is inaccessible, it will be presumed to contain asbestos until it can be surveyed.
- Results & Material Assessment: Breaks down detailed findings on the ACMs, including the material type, location, condition and deterioration level.
- Asbestos Risk Register: Summarises the risk posed by suspected ACMs that have been identified during the survey and facilitates the ongoing management of such materials.
- Executive Summary: Provides a quick and easy-to-understand overview of the survey’s findings.
- Appendices: Presents supporting data, such as photographic evidence, laboratory reports, site diagrams, etc.
- Annotated Site Plans: A clear diagram of the site, marked with the locations of potential ACMs found during the survey.
- Recommendations: Guides the dutyholder’s next steps by recommending the best course of action in terms of compliance and health & safety.
Does a Dutyholder Need an Asbestos Survey Report?
Yes. Among other key responsibilities, the HSE states that the dutyholder must assess the presence, amount, location and condition of potential ACMs in their building – which is one of the main purposes of an asbestos survey report.
The HSE also states you need to be able to understand the report, use it correctly and ensure it’s compliant with your tender or contractual obligations. This will help you fulfil your legal requirements, including:
- Developing an asbestos register and asbestos management plan.
- Ensuring the right asbestos awareness training is provided to staff and contractors working at your premises or using them in other ways.
Scheduling regular asbestos re-inspections to check on the deterioration levels of ACMs left in situ (due to a good initial condition).
